I cannot type Vietnamese using app build-in Vietnamese keyboard layout #431

After setting up input language as Vietnamese. I notice that I cannot type 
Vietnamese in both TELEX/VNI ways (based on http://www.vntyping.com/)

EXAMPLE:
I want to type: Em tập đánh Tiếng Việt 

when using VNI: Em ta65p d9a1nh Tie61ng Vie65t
When using TELEX: Em taajp ddasnh Tieesng Vieejt

Sorry, this would be difficult to support. The existing support for accented 
characters is based on dead keys that modify following (not preceding) 
characters, or Unicode-level symbol combinations that happen at the OS level 
without the keyboard being involved.

At this point I'm unlikely to be able to to add complex language-specific 
special input handling.
