Migrate CI to GitHub Actions #85

This is all old news by now, but Travis CI is no longer what it once was for the open source community. In addition to concerns about support for open source projects, it was not working well for this project because any PR to change the version would fail because it uses the variables from the repository and not the pull request to get the latest version. After this PR we should not have that issue. Admittedly this could have been fixed other ways, but I figured it was best to just move it over to Github Actions at the same time.
