Need a safer way of managing the angular-librarian version #66

When we upgrade librarian, the template package.json needs to stay inline with the newest version...problem is, it doesn't, should be a template variable?

If you upgraded to 1.0.0-beta.12, you'll need to manually re-install angular-librarian beta.12 because the package.json template is set to beta.11
