Tailwind custom colors not working

Clueless on which npm or npx CLI tools to use in order to update or repackage my site so that it uses tailwind.config.js new colors. because the docs say Screenshot_49

but statamic doesn't generate an src/input.css nor a /dist.output.css statamic only generates site.css cp.css and tailwind.css.....

The goal here is to use a custom color? Which color are you wanting to use?
