This PR adds GitHub templates for pull requests and issues to better maintain the contributions for this project. Two different templates are added for issues namely, bug report and feature request.
@goodchai0 Once this PR is merged, you would have to enable the templates for issues in the repository settings. Once you do that, the contributors can view the two issue templates when they create a new issue like in the screenshot below.
Steps for enabling the issues in the repository settings:
Settings > General > Features > Check issues (then the templates would show up!)
