Chrome PDFs not blocked on first viewing #125

What steps will reproduce the problem?
1. Search the web for a pdf link
2. Click the link
3. PDF displays ScriptNo shows blocked
4. Refresh Page
5. PDF is now blocked

What is the expected output? What do you see instead?
The PDF should be blocked as PDFs are unsafe, if you view the same page again 
it will properly block the PDF however on first viewing the PDF is allowed.

What version of the product are you using? On what operating system?
Chrome 20.0.1132.57 (current) and before
Windows 7, fully patched 7/26/2012
