Index changes for v0.9.0 #152

The upcoming v0.9.0 release will introduce several major changes to the index of wordnets:

The other changes are relatively minor. Regarding these renamed wordnets, however, one question is what to do with the old ones.

I propose the following:

  1. We retain the old ewn:2019 and ewn:2020 versions but raise an error when someone tries to install ewn:2021, oewn:2020, or oewn:2019.
  2. We remove the pwn:3.0 and pwn:3.1 entries and raise an error directing the user to omw-en:1.4 and omw-en31:1.4, respectively.
  3. We remove all the old OMW wordnets (version 1.3+omw) from the index and raise an error when someone tries to install them, directing them to the new version.
  4. We add documentation (could be a section of the README) further explaining the changes. The error messages for (1), (2), and (3) above can link to this documentation. This documentation can also explain how to load the OMW 1.3's index.toml file for users who wish to use the old OMW versions with the latest Wn.
