Investigate the use of tile38 #135

Unsure how this will play with the current vue mapping lib, but on a quick glance this seems quite relevant for planning and displaying active missions.

Used this at work. Not useful for our use case. Only 2d data.

The only geo-time database I have seen in my search is https://www.geomesa.org/ but it's a Google scale tool.
