grafana dashboards not populating #1015

Grafana now in v8, and the mechanism we were using previously to populate the dashboards doesn't seem to be working any longer. There are no dashboards populated/present in Grafana now.

Many changes with grafana since v7, in particular:

dashboard URLs now have autogenerated uids, making them impossible to predict
url prefix has changed
provisioning has altered
puppet grafana module depended on a deprecated healthcheck function

Updated manifests to adapt to these changes, create predictable dashboard paths, as well as adapting mavlogd to these changes.

Starring/homepage has changed. We should present the user with a better/easier to use homepage with direct links to the flight and flighterrors index pages.
