Add support for Ubuntu 20.04 LTS #958

Next version 20.04 LTS released April 23rd 2020. We should support this ASAP. As always, involves various components such as ROS providing support for it.

ROS Melodic will not support 20.04. ROS Noetic is due 23rd May 2020, and will support 20.04. http://wiki.ros.org/noetic It will also target Python3 exclusively. Hurrah.

Looks like in 20.04, stopping network manager and configuring using /etc/network/interfaces doesn't work anymore. Probably we shouldn't control network interfaces in desktopvm profile, just leave it as dhcp/networkmanager and let the user configure as normal through the desktop.

Quite a few updates needed for 20.04, bump to maverick 1.3
