Add AprilTag #962

Add support for AprilTag so we can migrate away from Aruco https://github.com/AprilRobotics/apriltag

Latest version (3.1.1) is released to main ROS repos, so available through standard packages:

ros-melodic-apriltag-ros/bionic 3.1.1-1bionic.20200320.142953 amd64 A ROS wrapper of the AprilTag 3 visual fiducial detection algorithm.

ros-dashing-apriltag-ros/bionic 2.1.0-1bionic.20200318.045012 amd64 AprilTag detection node
