Fallback hotspot does not work always #2

With a static IP (workaround for issue #1 ) , the device can connect properly to the WiFi network. To test proper operation of the fallback hotspot, captive, AP mode firmware with wrong WiFi credentials is flashed. Most of the times the AP with the predefined SSID does not appear. Instead, an AP with ESP_36BF6D is present most of the times. This has an IP 192.168.4.2

Some further testing must be done to test if fallback hotspot works OK, when solution for issue 1 is implemented.

Newer versions (at least 1.19.3, 1.19.4) contain the Improv component. This allows provisioning of the WiFi connection over a BTLE connection with a device that runs a browser. Early trials were not succesful. An issue was submitted to the site of the Improv authors. The component still needs some development.
