Cannot access MYSQL via Vista #7

What steps will reproduce the problem?
1. Setup on a USB drive so that it works great on Win XP
2. Install USB in Vista machine and run the app
3. Open and log into PHPADMIN

What is the expected output? What do you see instead?
PHPADMIN should open and display databases contained on USB. 
Login does not occur and ends in blank white screen,

What version of the product are you using? On what operating system?
Version 1.0c and Windows Vista SP2
