확장변수 관련문제

What steps will reproduce the problem?
1. 특정 게시판 선택
2. [확장변수] 탭 선택
3. 여러 확장변수 생성후 순서바꾸기

What is the expected output? What do you see instead?
expected: 최 상위의 항목(1번)의 "위로"버튼이 없듯이, 최 하위 
항목(리스트 중 맨 마지막, 숫자가 제일 큰 항목)의 
"아래로"버튼이 노출되지 않고 작동하지 않아야 함

instead: 최 하위의 항목은 "아래로" 버튼이 노출되어 계속 
아래로 내리기가 가능하며, 즉 항목이 2개 뿐인데도 
불구하고 1번과 2번이 아닌, 1번과 3번, 1번과 10번, 2번과 3번 
등의 말이 안되는 문제가 발생할 수 있습니다. (첨부파일 
참조)

What version of the product are you using? On what operating system?
XE 1.4.5.10 ~ 1.5.0.3 테스트완료
IE 8
