Eliminate PostInstall #244

The PEAR PostInstall script is buggy, a mess, not suiteable for different 
configurations and won't work with splited packages, plugin packages and if we 
maybe move to composer or else.
Also distribution packages do not need such things.
As we may move away from PEAR we can eliminate this parts, instead of wasting 
time to fix it up.
