User with userGroups.user.admin cannot edit other users although permissions tooltip says it can

What steps will reproduce the problem?
1. Create an admin user assign it userGroups.user.admin
2. Create a user with a lower level group
3. Access userGroups module
4. Access userlist
5. Click on user with lower level group

What is the expected output? What do you see instead?
Expected option to change user profile
No option is provided

What version of the product are you using? On what operating system?
Yii 1.1.7
userGroups 1.6.5

Please provide any additional information below.
Even if we try to access userGroups/user/update/id/<someid> permission to 
perform the action is denied
Checked the UserController accessRules the is only one rule for the update 
action and has an expression to allow only own user access
I really need this feature so please implement
If you need help i can help code it
