Extract dynamic class loading factory from ControllerFactory #131

I'm adding a "jobs" folder to my activeweb app as a peer to "controllers", and 
I want all of the same dynamic loading capabilities as controllers.

So I want to extract the dynamic class loading functions from ControllerFactory 
into its own class. Already see TODOs in the class for this!

Patch coming.
