Classification scheme - create new scheme #128

When I create a new scheme, the tree will display always the first scheme
(agris-caris). Instead it should display the new created scheme so that i
can start to populate it.

Also I try to create new categories in it, but the system could not show me the
result. After I have created a concept from the concept tree, then i could also
create a category... (maybe because of the default value? if no concept is 
present
the system cannot do child or same level of the selected concept ?).
