Searching for exact wordgroups equals proximity search #565

When using " " to use wordgroups in a query, it is treated identically to a 
proximity search, where the proximity equals the nr of words in the wordgroup. 

For example, "minister president" appears to be treated as "minister 
president"~2.
Accordingly, "minister president" yields the same results as "president 
minister"

Perhaps this is intentional. In the 'query syntax help' (under the query tab) 
there is no mentioning of using exact wordgroups. 

Seems fairly harmless, but can be inconvenient in rare occasions (hence this 
issue). If intentional, a notice in the query syntax might suffice.
