Wrangling Rope does not reorder on use #302

Problem:This is obviously a very minor issue but for some reason when I 
use the Wrangling Rope from the quest button it doesn't reorder and go to 
the bottom.  I've noticed this with other items from time to time, but I 
know for sure the Wrangling Rope always does this.

It will not do so during combat...
Also, out of combat you can set it to default by hovering over it in the popup 
and 
clicking mouse button 3 4 or 5
