Exercises are not available to record until it’s subtitles are voted as useful/valid #32

The system shouldn’t allow to record a response of an exercise whose 
subtitles haven’t been voted as useful/valid. Thus, an exercise’s subtitles 
must receive a determinate number of positive rates to change the exercise to 
recordable.
