Sanity-check dates #139

I'm doing some work on the DSpace records from our BibApp pilot project,
and I'm noticing some bizarre and obviously wrong issue dates, e.g. "1".

To be utterly on the safe side, BibApp could check that the date on a
journal article is 1665 or greater (for folks archiving Philosophical
Transactions or whatever), but I'd be tempted to raise a question for
anything less than 1900.

This only applies to journal articles! Books can be older, of course.
