Allow administrators to push items to repository #187

Describe requested feature:

I would like to see an administrator controlled feature that allows them to 
push uploaded files to the repository without the intervention of the 
developer/sys admin responsible for the system. Right now, I can see the list 
of items ready to be pushed to IDEALS, for example, but I can't actually push 
them there.

Describe why feature would be valuable for BibApp:

This makes it far easier for a repo manager to get things into the system.
