upgrade Rails version to later 2.3.x #190

It would be desirable to upgrade from 2.3.4 at least to 2.3.10, both to get 
desirable fixes and to move closer to having a Rails 3 version. It's probably 
best to move to a late 2.3.x version before trying to make the jump to Rails 3, 
as that is likely to be much more involved.

The move to Rails 3 is long since done (on the Github site).
