Final position on items that require refrigerated transportation versus can go in the post #221

I want a clear answer on whether meat and fish can go in the post or is 
required at all times to be in a approved refrigerated vehicle.  

Speaking with national food authority, FSANZ and Primesafe.

Please see attached from Vic Food Safety authority.  They and Primesafe have 
informed me that ready made meals can be sent in the post.  Even with meat and 
seafood content.  E.g. a spaghetti bolognaise is not all meat, it might be 40% 
meat and 60% other ingredients, therefore this can be sent in the post as it is 
not purely meat. 

Meat products are either raw or cooked.  They include all smallgoods.  I was 
referred by Primesafe to the Meat Industry Act 1993.  There is info in this 
document regarding the definition of meat. 

For seafood we must refer to the Seafood Act of 2003.
