Order processed through PayPal not showing on FHD #319

BM Pet snacks reported receiveing 2 x identical PayPal payments from a repeat 
customer.  The customer claims to have had problems during the order as she 
only intended to make one order with BM Pet Snax.  Order numbers provided:

20121102940013 & 20121102410010

There is no record of either order for Lesley Dean in FHD.  Please investigate 
how this customer can be charged but no record of the order/s exist in FHD.

Looking at paypal, there isn't a lot of explanation regarding this error, maybe 
you should contact paypal

So it appears that PayPal has responded to inform us that this paypal payment 
was unsuccessful, the funds was still transferred

We can provide the relevant information to paypal to get a better explanation.

OK, so here is the summary of the issue investigation (based on the spreadsheet 
attached).

The buyer submitted their basket at 19:47 on 02/11 - which contained 3 
producers (and hence 3 orders).  PayPay returned an ACK=PartialSuccess as 2 of 
the 3 orders were successful 20121102200008 ACK=Success, 20121102440009 
ACK=Failure & 20121102410010 ACK=Success.

The failure reason for 20121102440009 from PayPal was "Instruct the customer to 
use an alternate payment method".

I have assumed this would return a 'failure' order confirmation page to the 
buyer.
[ROY: Please confirm if this assumption is correct].

The buyer re-submitted their basket at 19:50 on 02/11 (same basket).  Again, 
PayPay returned an ACK=PartialSuccess as 2 of the 3 orders were successful 
20121102770011 ACK=Success, 20121102830012 ACK=Failure & 20121102940013 
ACK=Success.

From the information above (and the original email from one of the producers) I 
can confidently assume that both Barham Avocados and BM Pet Snax have both 
received double payments.  

Also, none of the orders are visible (to non-adminsitrators) as thye in a 
status of 'pending'.

So, the actions from here:

Recovery

(1) Rob: confirm with PayPal that payments were accepted for Barham Avocados 
and BM Pet Snax 
If payments processed:
(1a) Ops team: for Barham Avocados and BM Pet Snax then advise them to process 
a refund for one of the doubled-up payments.  Get them to confirm which order 
they refunded and which they kept.
(1b) Roy: For Barham Avocados and BM Pet Snax set the "kept" orders to be 
status of "paid" and then they will be come visible (and also make sure the 
producers recieve an order confirmation email)

(2) Rob: For Poon Boon Lamb I believe the order has not ben processed and no 
payment received. I will get PayPal to confirm.  
If it has not been processed
(2a) Ops Team: I would advise the buyer to re-submit for just that producer.

Suggested resolution - what needs to change to avoid this situation.
(3) Ensure FHD handles the "PartialSuccess" situation and that the user (in 
this case) gets 2 success and one fail message on the confirmation screen.  For 
this type of situation only the failed transaction/s should remain in the 
shopping basket.

I have contacted both Barham (email) and BM Pet Snax (phone).  Rob – they 
reasonably confident that they refunded 20121102410010. Maree wanted to refund 
the oldest order.  She noted that number down but when she checked paypal while 
I was on the phone she couldn’t see the order no.  to double confirm.

We will proceed with a change of the following as requested by Rob

- Recognise Partial Success as a state, redirect it to Success (instead of Fail)
- Iterate the orders in the response
   - Mark successful orders as paid
   - Mark unsuccessful order as fail
- List successful orders
- List failed orders - show long message from paypal
- Update Cart - should only contain the failed order

Look at impact to other areas
- Email
- Reports
- Ref Trans
- Admin notification

Attached how Order success page would look like if there is a partial success, 
we would also include a paypal error message in this screen, which we are still 
working on.

Partial success change implemented.

We made the last order always fail, so please let us know when testing is done 
so we can revert it.

Make an order in test with from at least two producers and you will see a mix 
of success and fail orders.

situation:

(1) Lesley Dean - double payment.
(1a) Refunds have been processed already.
(1b) BM Pet Snax Order 20121102940013 has already been marked as 'paid'.  As 
per standard process they will need to set to 'shipped'.
(1c) No action for Poon Boon as the buyer re-order two days later.
(1d) ACTION FOR ROY: Please mark 20121102200008 as 'shipped' (as it was shipped 
last week).

(2) Padmini Dyer - single payment.
(2a) No refunds required.

All producers and customers have been contacted via email and updated.  I am 
keeping track of the communications in the updated version of Rob's spreadsheet 
please see attached.  We may need to follow up with phonecalls tomorrow.  But 
we will see who responds today, we are getting responses from producers.

Please see attached for PayPal response explaning the root cuase of the 
failures - it is due to the card providers passing back a declined.  We assume 
it is due to farud measures from the card provider.  PayPal cannot assist any 
further.

Lisa - Has received all orders now.  Still waiting on refunds from Hope Farm 
and FFM.  (Both producers PP accounts are frozen). HF is going to pay direct to 
her bank.  Im waiting on confirmation from FFM.  She is not going to pursue 
refunds for damaged goods from other producers due to crushed goods.  She 
blames Auspost for rough handling, and said the producers packaging was fine.

Maggie: 
- Re-ordered Myrtleford should be sent tomorrow. 
- Hope Farm - maggie contacted PP and her bank and contested the payment.  As a 
result the payment is stuck in the dispute process in PP.  HF also has their 
account frozen at the moment.  HF have contacted PP and asked them to refund 
Maggie. 
- Little Creek Cheese - Never received either payment, have sent the cheese but 
cannot refund, as they never got the money. Need to find out from Rob what PP 
has found out about this issue?  Should we contact customer and asked if they 
were charged for Little Creek Cheese?
