Region Administration - graphic and region control

In light on the new way the region page works, I want to understand how this 
affect the adminstration control of regions and corresponding state-level 
region graphics.

This is just a a placeholder and I will schedule a meeting to run through the 
full issue list and this will be one of the discussion items.

Here is how the region works

1 - We take the URL of the link clicked on - /regions/gippsland-hf4
2 - Extract the word after "/regions/", resulting "gippsland-hf4" (This is the 
region key)
3 - Grab the region ID from that key
4 - Populate region detail info using that ID

This is exactly how the Region detail page works.  So there are no changes to 
the process, keep doing what we've been doing previously!
