Trait values are no longer able to be selected from phrase categories #198

In Biolink 2.x if a phrase category existed whose name matched a particular 
pattern (<trait_name>_<trait_category_type> - eg Voucher_Material), the 
picklist that presents available values would use the values from the phrase 
category rather than the distinct list of existing values.

In version 3.0 the trait control picklist always uses the distinct list
