Custom vote command #469

Hi, in our party tonight I discovered that oftentimes I wouldn't know if the 
current level was worth playing. So I'd ask in the chat if people wanted to 
switch, and it wasn't always clear what people preferred. I figure people 
wanted to be friendly and let others decide; while that was nice it was 
ultimately counterproductive.

So what I propose is to allow admins to start and participate in votes using a 
/vote and /votemap set of commands. /vote would be a custom vote, where an 
admin would write out a question and players could input /yes or /no to vote 
anonymously. If a vote passes or fails nothing happens other than a message 
displaying the results. It'll be up to the admin to take the appropriate action 
from that point forward. For example:

/vote Do you want to play a new level? [/yes ... /no]
/vote Should I shuffle the teams? [/yes ... /no]
/vote Do you want to play a dungeon? [/yes ... /no]
/vote Is Fordcars enormously handsome? [/yes ... /no]

Based on the results returned I can know if it's time to switch to a new level, 
change the teams, look for a good dungeon level, or take a selfie with 
Fordcars. Note that when a /vote is initiated by an admin, all admins 
(including the admin who created the vote) should be able to participate in the 
vote.
