Where in the process did you encounter an error?
After the migration.

Describe the error:
Immediately following the migration, my blog looked as it normally does. I
was very happy with that. However, when I made an update to a previous post
and published, the Blogger NavBar appeared on my site. Previously, to
remove this, I just needed to select "off" from a drop-down section on my
template page. This option is no longer an available option within that
drop-down.

After reading other issues on this forum, I learned of a CSS snippet that
can be added to remove the Blogger NavBar:

#navbar-iframe{ display:none !important;}

I added this to my CSS stylesheet. It removes the actually NavBar, but
leaves then top indent to the middle of my site. It's as if the bar is
still there pushing my site down, but invisible. Any suggestions?

I got around that by setting the margin at the top of my wrapper and container 
at
-50px.  That pulled everything up.
