Can't Turn Off Blue Navigation Bar -- Hijacked my $250 Custom Google Search license #370

Where in the process did you encounter an error? After complete migration

Describe the error: Now that I have migrated to Google Custom Domains; I
can no longer turn OFF the top blue navigation bar. This effectively
hijacks my $250 Google Custom Search license. The top area of my website is
reserved for searching my whole site (see:
http://www.dogsbite.org/index.php) and I paid good money for this service.
Furthermore, the blue bar is "supposed" to be a Google search feature and
it doesn't even work.

Google/Blogger must allow site builders (former FTP publishers) like myself
to turn off this blue bar. We didn't ask to be hosted by Google -- we were
forced into this situation.
