Give judges the option of which sessions to sign up for #397

If you set up one judging location with two sessions (the typical AM and PM), 
the judges can only sign up for the location as a whole. In order to give them 
the option to choose to only sign up for one session or the other, you have to 
set up two "locations" (i.e. the same location, but as two separate entries).
