Grid / array judge assignment like HCCP #409

It's pretty rare that I actually suggest that something worked better in HCCP, 
but I find that I sorely miss the grid/array-style judge assignment option in 
HCCP.

Provide one for each judging location / round, with radio buttons and 
highlights showing likes/dislikes/entries.

Here is a screenshot of HCCP's implementation:

PS. To make it easier the Tables should be listed as names, not numbers, and 
include the number of entries assigned to them as well.
