Westwood TCP #131

On XDA I asked if it was possible to implement the Westwood TCP Congestion 
Algorithm into the kernel. You told me to fill out a bug report so you wouldn't 
forget to add it in the next build. 

In my testing, I have found that the Westwood TCP algo consistently has higher 
dl/ul speeds and lower pings times than other TCP algos including the default 
Cubic. It also seems to be the most stable for both regular Internet usage as 
well as larger file downloads. 

Thanks for looking into this. Your kernel is amazing and the implementation of 
additional TCP Congestion algorithms would put it over the top.

I am runnning test with that for a while now, if everything works wout expect 
it to see in the next mako kernel.
