importer: excessive CPU polling for new accounts #519

See attached pprof on an otherwise idle camlistored instance.  Results in 
10k-ish time, mutex and kevent syscalls calls per second on my FreeBSD box.

Aaron reported this too. We're doing lots of search queries whenever a new blob 
arrives.
