Existing models being duplicated upon processing XML on CLI with model_id set #16

What steps will reproduce the problem?
1. Run setup_data.php from the CLI with model_id set to any valid model id
2. Open index.php in the browser
3. Notice that Lena and Oksana have been inserted again with new model id's

What is the expected output? What do you see instead?
Expected output is the processing of only the model id used on the CLI, instead 
setup_data.php processes the model id given and duplicates the models Lena and 
Oksana, giving them new model id's

this issue may have been an unintended consequence with the fixing of issue 10 
since Lena and Oksana are the only two models without last names given
