Set-tags are duplicated during XML-import #17

What steps will reproduce the problem?
1. Reprocess the import-XML.
2. See how existing tags become duplicated.

What is the expected output? What do you see instead?
Expected would be a clean delete-and-insert of the set's tags.

Fixed in r418. Forgot to add $Model2Process->getID() as a parameter to 
FilterTag2All.

Noticed tags were duplicating again. Tried a clean setup and could not 
reproduce the problem. Tried another clean setup and the problem was 
reproducible. Will try and narrow down what is causing the problem

Both new setup's used latest revisions
