GUI-language should be user-, not browser-dependent #24

What steps will reproduce the problem?
1. Check out a recent copy of the application.
2. Visit the pages and see how the browser's preferred languages are used in 
translations.

What is the expected output? What do you see instead?
I would like to see an option on the user's configuration-page to select the 
prefered GUI-language.

When the browser does not send any language preference (like the browser on 
Android), the GUI is littered with question marks. An untrained user can't make 
heads or tails of the application.

Seems default language for US Internet Explorer users is 'English (United 
States) [en-US]', but to view the pages properly one would have to add the 
language 'English [en]' in Tools, Options, General, Appearance, Languages
