Dividing the Admin panel into catagories #39

Admin panel might be getting a little crowded, so adding some type of 
separation would be nice

Maybe making the page have tabbed sections that the user could switch between, 
if so then need to watch out for post errors and glitches

Work started in r748.

Does this fit the need? If so, we can close this issue and extend the 
admin-panel in issue 38.
