As documented in doc/overview.txt step1.py adjusts two records under the 
control of configuration files: St Helena (14761901000) and Lihue (42591165000).

This is currently done in two different, but similar, functions in step1.py 
(adjust_helena, alter_discont).

These 2 adjustments can, by suitably modifying the configuration files, be done 
in one function.  That will be simpler.
