Some urban stations may pass through Step 2 without being adjusted. #69

The intention of Step 2 seems to be to adjust every urban station, and to drop 
stations that cannot be adjusted.  However, an analysis of the source code 
suggests that it may be possible for an urban station to pass through Step 2 
without being dropped and without being adjusted.

This can happen for urban stations for which no annual anomaly is computed, 
because those stations do not appear in the urban_stations dict which is what 
is used to decide whether to pass a station or adjust it.

I would provide links, but I am in the middle of editing the code.

Check to see if this ever happens.  Correspond with NASA to see what's intended.
