Too much precision lost in intermediate files? #89

Currently, intermediate files (in the work/ directory) are output in v2.mean 
format, in units of 0.1 C (except for Step 3 which is hacked to 0.01C).  There 
are some uses which may warrant outputting in units of 0.01C.  Also GHCN v3 
uses 0.01 precision so it is probably sensible to use 0.01C for intermediate 
files when using GHCN v3.

Note that this does not affect the main computation which generally does not 
use the intermediate files.

Should probably have an option for what formats to write intermediate files in.
