New Hardware Purchased Damaged #641

(2) What is your issue?
Some newly purchased hardware is coming damaged
(3) What steps will reproduce the problem?
a)Buy a piece of hardware
b)Check output

(4) What is the expected output? What do you see instead?
I was not seeing this on existential parts but a Quad Modem was coming with 
permanent damage from the start.  I haven't checked all HW pieces but nobody 
reports it on other pieces too.

a) what where you doing when you discovered the problem?
Buying hardware
b) are you able to retrace your steps in order to reproduce the problem?

im having trouble replicating this, can u screenshot it for me, the shop when u 
buy it, then hardware when u have it bugged.
