Unwanted Users added to 'Restricted To' Items on Edit

What steps will reproduce the problem?
1.Create new item 
2.Add 'Restricted To' users
3.Save
4.Edit item
5.Unwanted and originally unselected users are added to restricted item

What is the expected output? What do you see instead?
Expected to see only the 'restricted to' users listed for item. Instead I saw 
other users added to item upon edit.

What version of the product are you using?
cpassman 1.82

On what operating system? With what Browser (IEx, FFx, ...)
Windows, IE8, FF8

Please provide any additional information below.

I have tried even explicitly restricting the folders for users and they still 
get added to the item configured with "Restricted to" list.

I fixed this by recreating the users that kept getting re-added to restricted 
items. Something wacky must have happened to their accounts when they were 
created.

This issue can be closed for me. It must had been how the few users were 
created during the bulk load into the table.
