Bribe button immediately exits the encounter #25

What steps will reproduce the problem?
1. If approached by police during an encounter (while carrying illegal good) a 
bribe button appears
2. Push the bribe button and the encounter immediately exits
3.

What is the expected output? What do you see instead?
The bribe may or may not be successful and an appropriate dialog is shown. Then 
the encounter continues for additional clicls
