Skill description fades too quickly #49

On the "New Commander" screen (where you can set the difficulty and spend skill 
points), the description that appears when you tip the skill names (like Pilot, 
Fighter, etc.) the text disappears after about 3 seconds. That is not enough 
time to read, at least for me.

Suggestion: Don't close the desctription automatically, let the user do that by 
tipping on it or smth.
