Cannot install in dev environment where DB password is empty. (i.e. Zend Server) #177

What steps will reproduce the problem?
1. try to install with an empty DB password

The system should allow it without hacking install.php. Currently is says DB 
password cannot be empty. Please don't justify the bug by saying it increases 
security. It doesn't because dev laptops with Zend Server come intentionally 
password-free to increase productivity. (i.e. hundreds of web apps that are 
frequently installed...)
