Respect MEDIA_URL in openid_tags.openid_icon

What steps will reproduce the problem?
1. Set MEDIA_URL to something other than /site_media/
2. Log in with an OpenID
3. The OpenID icon will still point an <img> tag to /site_media/, so a 404
is returned and the alt text is displayed instead.

Patch against r1318 attached, which should fix the issue.
