external_apps incorrectly defines svn:externals (Fatal)

What steps will reproduce the problem?
1. Recreate the svn installation of Pinax trunk
2. apps/external_apps is effectively empty except svn.externals (note .
instead of :)
3. No external apps are pulled by svn.

Please provide any additional information below.

~/pinax/apps/external_apps>svn propedit svn:externals .
'Copy svn.externals text to the editor and save'
~/pinax/apps/external_apps>svn up
'Subversion pulls the correct repositories.

I am not entirely sure what is being asked of us here. We have just recently 
removed all svn:externals, however, 
we have left the svn.externals file for now (it will be removed soon). I am not 
going to close this quite yet, but 
based on the information I have given you, what are you asking us to do?
