Add django in requirements\external_apps.txt #176

Justified by the fact that pip's dependency handling is flexible enough now
compared to the old svn:externals and django is in fact a dependency.

Pinax' virtualenv bootstrap script now automatically installs pip and Django. 
Everything else (libs and external 
apps) varies depending which project you choose.
